GPD responds to GCSC consultation on proposed new Norm Package

GPD has responded to a consultation by the Global Commission on the Stability of Cyberspace (GCSC) on its proposed new “Norm Package“, issued on 8 November 2018.

The GCSC is a group of 28 global experts which develops norms and policy proposals to guide responsible state and non-state behaviour in cyberspace. The six norms contained in the new Norm Package aim to promote the peaceful use of cyberspace by both state and non-state actors, and enhance international security and stability in cyberspace.

GPD’s submission to the consultation emphasises the mutually reinforcing and interdependent relationship between the promotion, protection and enjoyment of human rights and the security and stability of cyberspace, as well as the importance of open, inclusive and transparent policymaking processes.

Submissions to the consultation will be presented at the first GCSC meeting of 2019 in Geneva, where stakeholders from governments, international organisations, civil society and the private sector will consult on the themes and topics relevant to the Norm Package. After these hearings, the Commission will convene on 23 January in a closed session to discuss the implementation of the proposed norms.
