Stakeholder Positions on IGF in WSIS+20: Comparative Analysis

As the global Internet governance community prepares to meet in Lillestrøm in June 2025, the future of the Internet Governance Forum (IGF) hangs in the balance. With its mandate up for review as part of the WSIS+20 process, proposals on the table range from evolutionary tweaks to more radical overhauls.

This comparatic analysis maps stakeholder positions on the future of the IGF in the context of the WSIS+20 review process. It explores areas of agreement; areas of disagreement; and areas needing further development across four key themes: 1. IGF mandate; 2. Internal structure and reform; 3. Renewal and sustainability; 4. Role within the broader UN digital governance architecture.

This piece is part of GPD’s ongoing work to map and share developments on the WSIS+20 review process and the broader digital governance ecosystem.
